New York is set to enact new protections for immigrants and new accountability measures for federal immigration officers. The package is part of this year’s state budget and was negotiated between Governor Kathy Hochul and Democrats in the state Legislature. It would bar local law enforcement agencies from entering 287(g) agreements with U.S. Immigration and Customs Enforcement. Those agreements allow local officers to help detain non-citizens targeted for deportation in exchange for federal funding. The legislation would also restrict when local governments, state employees, and certain facilities can assist federal officers. It would bar law enforcement officers from wearing masks or concealing their identities, with limited exceptions.
